A major development on KwaZulu-Natal South Coast is entering its next phase as new commercial, residential and community projects begin to take shape near Scottburgh. Renishaw Coastal Precinct, a 1,300-hectare mixed-use development, is progressing with plans for a shopping centre, petrol filling station, school, hotel, business space and further housing.
A recent feature article by Mail and Guardian examines how this next phase could support investment, employment and infrastructure growth across the KZN Mid-South Coast while strengthening Scottburgh’s role as an emerging coastal development node.

A New Phase For The Development on KwaZulu-Natal South Coast
Renishaw Coastal Precinct is being developed by Renishaw Property Developments, a subsidiary of JSE-listed Crookes Brothers Limited. The long-term project extends across five interconnected nodes, with 20% of the land allocated for development and 80% retained for conservation.
The latest phase follows the progress of Renishaw Hills, the mature lifestyle village that became the first residential development established within the precinct. At the time of the feature, the village was home to approximately 350 residents across 210 completed units.
Once fully developed, Renishaw Hills is expected to include more than 500 homes. Property values within the estate had also increased by 60% since 2016, helping to demonstrate residential demand and investor confidence in the area.
This established community has provided a practical starting point for the wider development on KwaZulu-Natal South Coast, creating demand for additional services, amenities and employment opportunities.
What Is Planned For Renishaw Coastal Precinct?
The next stage includes a broad mix of projects intended to support both the precinct and surrounding communities. Plans and negotiations highlighted in the feature include:
- An approximately 10,000m² upmarket shopping centre
- Potential apartments linked to the mixed-use retail site
- A petrol filling station, convenience store and fast-food drive-through
- A private school developing from early childhood education to high school
- A hotel and other forms of holiday accommodation
- A light industrial zone near the N2
- Commercial and office space
- A new church
- Padel courts within Node 1
- Low-density freehold homes and higher-density affordable housing
The combination of residential, retail, education, hospitality and employment space reflects the precinct’s mixed-use planning approach. Rather than expanding housing in isolation, the aim is to develop the services and economic activity needed to support a growing population.
Two Commercial Deals Build Momentum
Two transactions had already been finalised when the feature was published.
Cubisol Property Fund acquired a site for the proposed shopping centre. As the owner of Scottburgh Mall, the business already understands the local retail environment and the needs of communities in and around Scottburgh.
A second deal was concluded for a petrol filling station, convenience store and drive-through at the main entrance to the precinct. The site will be developed by the Hampson family, whose business history in Scottburgh dates back to 1927.
These partnerships show how the development on KwaZulu-Natal South Coast is drawing on local knowledge while creating space for further investment.
“We consciously chose to work with local businesses because we want to supplement and enhance the existing structures to attract even further interest in the region,” said Barto van der Merwe, MD of Renishaw Coastal Precinct.
The approach is intended to create more customers for existing businesses while generating new work for local contractors, suppliers and residents.
Infrastructure Work Supports Future Construction
Before individual sites can be registered and developed, the precinct requires bulk infrastructure capable of supporting its long-term growth.
Renishaw Property Developments is working with Umdoni and eThekwini municipalities while pursuing greater self-reliance in water, sanitation and refuse removal. Bulk services were already being installed for the commercial sites discussed in the article.
This infrastructure work is an important part of the development on KwaZulu-Natal South Coast because it turns approved plans and concluded property transactions into construction-ready opportunities.
The shopping centre and filling station were expected to be among the first projects to move into construction following the completion of the required services.
Balancing Development And Conservation
Although Renishaw Coastal Precinct covers 1,300 hectares, only 20% of the land has been earmarked for development. The remaining 80% will be retained for conservation.
The protected areas include natural landscapes that support outdoor recreation and biodiversity. Approximately 40 kilometres of existing trails are already used by walkers, runners and mountain bikers.
This 80/20 model allows the development on KwaZulu-Natal South Coast to accommodate new homes, businesses and community facilities while protecting most of the land from construction.
It also gives future residents and visitors access to a coastal environment where built infrastructure and natural assets are planned together over the long term.
Supporting Broader Growth On The KZN Mid-South Coast
Renishaw Coastal Precinct has an anticipated total development value of approximately R15 billion. As one of the largest developments underway in the region, it could play an important role in attracting further private investment to Scottburgh and the surrounding Mid-South Coast.
Its inclusion in the Eastern Seaboard Development Initiative is intended to help unlock economic potential, coordinate government support and reduce unnecessary barriers to development.
For surrounding communities, the potential benefits extend beyond new buildings. The wider development on KwaZulu-Natal South Coast could create construction work, permanent employment, business opportunities and improved access to retail, education and other services.
The next phase shows how a long-term precinct begins to gather momentum: through completed residential demand, concluded commercial deals, infrastructure investment and partnerships with businesses that already understand the local market.
